  5.     Is Colombia giving up the drug war? Or just playing mind
  6. games with the traffickers? That question has been raised by
  7. President Cesar Gaviria Trujillo's plan to forgo extradition
  8. and cut prison sentences as much as 50% for drug dealers who
  9. voluntarily cooperate with authorities and help prosecute other
  10. traffickers. Colombian Attorney General Alfonso Gomez Mendez
  11. supported Gaviria last week when he charged that the drug war
  12. "has been a failure because it has represented more costs to
  13. the nation than benefits for the community."

  15.     While Gaviria's move is at least partly attributable to his
  16. frustration over what he sees as a lack of support from
  17. Washington, some U.S. officials contend that the President's
  18. action is also a psychological master-stroke. They say the
  19. decree has the dual effect of moderating an unpopular policy
  20. and sowing doubt among the narcotraffickers, who will be forced
  21. to wonder who among them has been cooperating with the
  22. government.
